BETWEEN OPENNESS AND CONFIDENTIALITY: LEGAL LIMITS OF IMPLEMENTING TRANSPARENCY IN THE FUNCTIONING OF THE NATIONAL ANTI-CORRUPTION BUREAU OF UKRAINE IN THE CONDITIONS OF MARTIAL STATE

The article examines the implementation of the principle of transparency in the activities of the National Anti-Corruption Bureau of Ukraine (NABU) under martial law. The balance between the request for openness and the need to protect national security and investigative secrecy is analyzed. The regulatory and legal regulation of access to information and public accountability is considered. Special attention is paid to electronic transparency.

The challenges of transparency and trust are highlighted using the example of a high-profile investigation into procurement for the Armed Forces of Ukraine. Recommendations are offered for developing clear standards of public communication, adhering to the principle of proportionality between openness and security, and improving the regulatory framework taking into account martial law. The author emphasizes the strategic importance of transparency for strengthening national security and countering disinformation.
