CONCEPTUAL PREREQUISITES FOR FORMING STATE POLICY IN THE FIELD OF PENALTIES AND PROBATION IN UKRAINE

The article, from the standpoint of scientific validity, reveals the conceptual prerequisites for the formation of state policy in the field of execution of sentences and probation in Ukraine. It is proposed to consider six levels of the formation of state policy in the field of execution of sentences and probation in Ukraine: doctrinal, scientific, programmatic, normative, law enforcement and international. The problems of state policy in the field of execution of sentences and probation in Ukraine are highlighted, which significantly affect the further reform (development) of the penal system of Ukraine and its transformation into a penitentiary system.
